GOVERNMENT’S POLITICS FOR HIGH EDUCATION IN KOSOVO

Abstract

Higher Education in Kosovo has been through difficult periods and has undergone a long transition period. There have been many changes from its beginnings of educating Kosovo society, always focusing on adapting itself from the old system to that of the Bologna System. From the 1990s the Education System functioned under extreme conditions, because Serbia’s Government did not allow Albanians to study in the Albanian language. Between1999-2005 when Kosovo was governed by the UN mission, there was not much improvement in the education system, but during that time changes were put into motion. Today however, diplomas issued by Kosovo Universities are recognised by international education institutions and there has been much progress in many aspects, but the quality still needs improvement. The Government in Pristina laid down strategic plans to modernise Higher Education in Kosovo, these were divided into two chapters: a) the strategy for 2005-2009 and b) the strategy for 2010-2015. We are now in the final stages of the second strategic plan and it is evident that the results are not so good and more investments will be required, as well as better planning and what is most important will be to prevent political meddling in Higher Education. These reforms must continue and what is vital is to have more professional controls by the relevant education mechanisms in private higher education institutions.
