ANALYSIS OF MODERNIZATION PROCESSES IN THE ARCTIC REGIONS OF RUSSIA IN THE GLOBAL CONTEXT

Abstract

This article analyzes the innovation and technological sphere and the processes of modernization of the Arctic regions of Russia. A classification of Russian regions is undertaken, with division into four clusters. The first cluster is represented by the Russian regions encompassing Arctic territories: Murmansk region, Nenets, Yamalo-Nenets and Chukotka autonomous districts, Arkhangelsk region, Krasnoyarsk region and the Republic of Sakha (Yakutia). The second, third and fourth clusters take into account different levels of innovation and technological development of the Russian regions in terms of the development model “Centre – Semi-periphery – Periphery”. The development model “Centre – Semi-periphery – Periphery” implies division of the regions based on their level of development. A procedure for analysis has been developed, and the analysis of the Russian Arctic regions development has been accomplished in the context of the modernizing world. Modernization is viewed as a sequence of primary and secondary modernization or integrated modernization for developing countries. Primary modernization includes transition from agricultural civilization to industrial civilization. Secondary modernization implies transition from industrial civilization to civilization based on knowledge, to information economy, society, culture, from material to the so-called “post-material” culture. It has been demonstrated that the knowledge economy is localized in Moscow, St. Petersburg and Nizhny Novgorod region. All the other Russian regions , including the Arctic territories, fall behind the leaders, with the rate of decline similar to the logarithmic progression, and the divergence in rate is increasing. The Arctic territories of Russia are developing successfully in the socio-economic and socio-cultural space, and are far behind the leading regions (the second cluster) and the developed countries in the domain of modernization change space. It is concluded that the currently implemented governmental programmes for development of the Russian Arctic have had a certain impact on the development dynamics, but no qualitative transition to a different trajectory of development has taken place yet.
