EVALUATION OF ELECTRICAL NETWORKS IN LAND PROPERTIES IN LATVIA
Abstract
Electricity production takes place in facilities where the maximum technical, economic, and ecological effect can be obtained. Electricity is delivered to consumers using transmission and distribution electrical networks. In the territory of Latvia, the total length of electric network lines in 2021 was 98,032 km, ensuring safe electricity supply to 1.1 million objects. Electric networks cross land properties and occupy certain land areas. In 2021, 1,032,177 land units were registered in Latvia. So, on average, there are 0.09 km of electric network lines per unit of land. In the case of private property, construction must be coordinated with the landowner. The article gives concentrated historical information about the dynamics of the construction of electrical networks in Latvia from the 20th century beginning to the present, linking it to land rights. It is concluded that the intensive construction of electric networks in Latvia was started already during the first independent state of Latvia until 1940, but the existing distribution network drawing was created during the Soviet period until 1990. Over the past 30 years, the total length of electrical networks has not changed significantly, due to structural changes in the national economy. Currently, 1.8% of the total length of the distribution network is renewed on average every year. To balance the operation of electrical networks and the interests of landowners, a new institute of land rights - the protective belt - has been created. Materials, literature and binding normative documents of the Latvian State Historical Archive, Energy Museum are used in the research.
