STRATEGIC PLANNING IN MUNICIPAL HOUSING MANAGEMENT IN POLAND
Abstract
In many countries housing systems are in transition towards privatization, deregulation and decentralization of public tasks. These transformations in institutional and economic context have led to a more market-oriented social housing management. Public housing system in Poland is based on a local government-dominated social rented sector in which the social landlords' functions are in the vast majority filled directly with municipalities. These entities integrate the functions of local authorities with the role of the owner (and provider) as well as the manager of the municipal housing stock that is allocated to low-income households or to special target groups such as the evicted or the disabled. Thus, market orientation of social housing management in Poland means incorporation of principles and methods of strategic management derived from the private sector to the municipal housing sector. Local authorities apply most of the necessary instruments to perform the strategic management of municipalities, such as the long-term strategic development planning, capital investment planning and long-term financial planning as well as the task based budgeting. Guidelines resulting from these documents are used to develop the long-term municipal housing stock management programs, which are the basic instruments for strategic housing management in Polish municipalities. This paper presents the content, general principles and methods of creating long-term municipal housing stock management programs in urban municipalities in Poland. Detailed empirical studies are related to evaluation of the realization degree of the municipal housing stock management program of the city of Olsztyn in the years 2012-2015. Research has been conducted with an analysis of the source documentation as well as the direct interviews.
