CONCEPT OF RUSSIAN OPEN GOVERNMENT AND PUBLIC TRUST ESTIMATION

Abstract

The problem of ensuring effective state management in the context of an exceptionally complex and unstable socio-economic environment, formed by the network society and economic realities, remains invariably relevant in today's globalizing world. As a result, the concept of the Open Government was formed and the basic principles of the work of this system were worked out. Its main task is to transform the internal and external relationships of the traditional government through the use of communication networks to optimize the provision of services to the public and business, as well as to increase the participation of citizens, public and private structures in the governance processes of the country. Open Government is often seen as a new stage in the development of e-Government. For the Russian reality, the Open Government is a fairly new system of work of state bodies. This article reveals the history of creation and adaptation of the "Open Government" to Russian realities, and also assesses and analyzes the citizens' confidence in its activities. The work experience of Russia and other countries is compared in the framework of the development of the Open Government projects. The work also looks at promising future opportunities provided by this system to Russian citizens.
