CHALLENGES OF INNOVATIVE ACTION AS A WAY OF PROMOTING SMART TERRITORIAL DEVELOPMENT

Abstract

Smartness becomes a characteristic of further successful development for any territorial unit – beginning with the EU as a whole through to individual local territorial units in each its Member State. One of the priorities regarding smartness is the expansion of innovative activity, which promotes an increase in the competitiveness of any territory in the global market. Latvia as one of the EU Member States is not notable with high characteristics of innovative action (GCI). For this reason, an important research problem is the understanding of innovative action and subsequent activities. The present research examined the opinions of a number of social groups (executive directors of municipalities, entrepreneurs and active members of society) concerning the understanding of innovative entrepreneurship, important support instruments for starting up innovative action and the readiness of the country's residents to accept the ongoing changes. An analysis of the information obtained shows that faster expansion of innovative action is hampered by insufficient information on the nature of smart specialisation and subsequently its role in promoting successful territorial development. Those who have started innovative action are interested in the existence of a support system for entrepreneurship, and the younger entrepreneurs are, the more they are interested in receiving nonfinancial assistance, which highlights interconnection between scientific findings and entrepreneurship. An important challenge in Latvia is to make the majority of its society be ready for innovative changes beginning with entrepreneurship through to the rearrangement of the entire life, thus creating a smart living space.
