SOCIAL ACTIVITY OF VLADMMIR ZEMSTVO IN THE SECOND HALF OF THE XIX - THE BEGINNING OF THE XX CENTURY
Abstract
The article deals with issues related to the charitable activities of zemstvos on the example of the Vladimir zemstvo in the second half of the XIX – the beginning of the XX century. The zemstvo budget is analyzed in terms of its revenue and expenditure: sources, amounts, revenue dynamics, directions and expenditures, and sources for covering the budget deficit of the Vladimir zemstvo. The description of the financial security of social institutions, whose activities were controlled by the Vladimir zemstvo is given through statistical data. The work of charitable societies in Vladimir province is considered. The statistical data characterizing charity development in the Vladimir province are given: the number of charitable societies, institutions, people, receiving help there. Deficiencies in the activities of charitable societies are identified and directions for eliminating these shortcomings are determined. For the proper organization of charity in Russia, it would be necessary to develop the activities of small territorial societies.
