CITIZENВ’S ATTITUDES TO CORRUPTION: PRACTICE OF THE RUSSIAN MEGALOPOLISES
Abstract
Background: The main goal of this article is the study of the citizen’s attitudes to corruption in Russian megalopolises as a problem of the human resources quality development. On the one hand we have got an information about level of negative citizen’s attitudes to corruption, but on the other hand there is opportunity to give them some rules to prevent from to be corruptors. Therefore, there is one of the channels for quality development of socially responsible members of society. Methods: The author have described citizen’s perceptions of corruption in correlation with the certain urban circumstances and conditions. Particular attention has been paid to the issue of citizen’s confidence to the state and municipal authorities in connection to the anti-corruption behavior, gender attitudes to corruption, level of tolerance to corruption. The author used comparative and sociological (including expert interview) methods. Results: Goal achievement allows to: 1.determine the qualitative characteristics of the citizen’s attitudes to corruption in the Russian megalopolises; 2.understand the factors of the different kind citizen’s attitudes to corruption; 3.identify the necessity of anti-corruption measures that could minimize the influence of corruption on the state system and the civil society. Conclusions: 1.Vladivostok citizens perceive corruption not only as illegal “shadow” activities aimed at the public official’s appropriation of corporate opportunities. They define it as the activity of public officers and their clients aimed at obtaining material and non-material gains and benefits. 2. The anti-corruption measures should include the improvement of the legislation, the introduction of public integrity measures, the withdrawal of immunity of public officers and the establishment of the stricter control over public authorities, as well as reducing the level of the state’s interference in business activities and introducing the programs of education in law for general public.
