THE IMPACT OF URBAN POLICY ON THE DEVELOPMENT OF THE HRADEC KRALOVE - PARDUBICE AGGLOMERATION

Abstract

This paper refers to the implementation of urban principles and the principles of sustainable development into the established policies of Czech Republic development, as significant tools of territorial planning as such. Urban policy represents a conceptual and purposeful activity of a public authority focused on the development of cities. In this case, it involves a biocentric agglomeration, whose centres are the regional cities of Hradec KrГЎlovГ© and Pardubice. The main goals of urban policy are based on the identification of the main problems of development of cities and their role and function in the residential and regional structure of the Czech Republic. Until recently, urban policy was approached as an integral part of the Strategy of Regional Development of the Czech Republic, which includes the development and regeneration of cities as a priority of regional development. The principles of urban policy can be perceived as a framework document, whose goal it is to coordinate the approaches of all levels of public administration for the development of cities, propose directions and activities supporting their sustainable development with respect to the significance of cities for development of the Czech Republic, and also to motivate the private and non-profit sectors for their support. Over 62% of the Czech Republic's population lives in towns of over 5 thousand citizens; therefore, the significance of towns for the generation of GDP is decisive. The importance of individual cities for territorial agglomeration in the generation of GDP is a decisive indicator for assessment of the development of the agglomeration itself.
