ORGANIZAION AND LEGAL FOUNDATIONS OF PROFESSIONAL EDUCATION IN THE OGPU-NKVD OF THE USSR IN THE CONTEXT OF THE EDUCATIONAL POLICY OF THE SOVIET STATE IN THE PERIOD OF THE 30S OF THE 20TH CENTURY.
Abstract
The urgency of the problem under consideration is that at present in the country there is a constant improvement, both of the education system and its departmental segment. Therefore, the need to appeal to the historical experience of the formation and development of the Soviet education system is not in doubt. The study of the historical experience of the formation and development of departmental professional education should be considered in the context of the entire educational policy pursued by the leadership of the Soviet Union in the prewar decade, which is of interest not only from a cognitive point of view, but also helps to avoid mistakes in the development of modern departmental education of all law enforcement agencies in Russia. The purpose of the research is the identification of the specifics of the organizational forms and content of education in the OGPU-NKVD system of the USSR.The methodological basis of the research is the universal dialectical method of knowledge, as well as the historical approach to the study of the stated problems. Also, the article used such methods as analysis, synthesis, comparison, in addition, applied comparative legal, formal legal and comparative historical methods. The authors of the article, based on an analysis of the structure of educational organizations of the OGPU-NKVD of the USSR, emphasize that departmental education, in general, was carried out in other organizational and legal forms that differed from the state, which was due to the specifics of the activities of the OGPU-NKVD of the USSR.
