VECTORS OF DEVELOPMENT IN THE PUBLIC SPACE IN WROCLAW

Abstract

The focus of this research is the system of the public space in Wroclaw - the fourth most populated Polish city. The spatial policy, expressed in the planning documents, is essential for the development of the public space. Based on the analysis of the city development plans, one can specify the principles on which the management of public space areas are established. The cognitive aim is to isolate and evaluate criteria used in planning practice in determining these integration sites. This paper gives the answer to the question which asks about spatial management and its impact on the development of the urban environment in social interaction that may occur. In practice, the research supports the process of integrating the development of the city as well as defines intervention ways at the local level. Cities constitute the main centers which drive the economy and are also the places with the highest amount of population. Therefore, they carry out an important mission. One of the main objectives of economic development is to expand chances of social development. Therefore, urban environment should provide appropriate conditions for meeting numerous social needs of its residents. These principles have been included into the current Polish law of spatial planning, which, in the definition of public space, emphasizes its particular importance for the quality of life and making social contacts. The location and characteristics of functional and spatial features have been considered as the most important conditions necessary for the accomplishment of its tasks. Because public spaces are areas of integration, they should be considered both in social and material terms. Spatial policy ought to consider these two conditions. Unfortunately, there are not applicable standards and precise criteria that would determine the minimum location conditions or characteristics of functional and spatial features of these areas in either legal records or planning practice. By examining these issues, on the example of Wroclaw, one may notice that no requirements concerning the conditions to be met by the areas designated as the public space, can contribute to serious difficulties in fulfilling their tasks. What is more, it may result in the degradation of urban environment and the disintegration of social structure.
