DATA AND COMMUNICATION ISSUES IN COOPERATION CHALLENGES TO IMPROVE THE FRENCH HEALTHCARE SYSTEM WITH NEW INTERFACE ORGANIZATIONS
Abstract
The French Healthcare System copes with important challenges especially of costs, often linked with “walls” between compartmentalized fields, particularly between Primary Care and Hospital sector. These challenges largely correspond to information and communication issues. Information and Communication Technologies (ICT) may constitute an important lever to overpass them and to improve the efficiency of the whole system. New Healthcare Interfaces Organizations (HIO) developed for thirty years constitute an interesting and representative field to observe the main challenges and experiment some new ways, especially patients’ pathways with EHR (Electronic Health Records), data platforms or telemedicine tools with the idea of developing new Digital Healthcare Territories (Territoires de Soins Numériques). We also propose new ways for an evaluation approach focusing on qualitative aspects and interactions between all the actors in a global process of improvement.
