THE ROLE OF THE ETHICAL EXPERTISE IN THE PRACTICE OF SOCIAL WORK
Abstract
This article is an attempt at understanding the role and place of the ethical expertise in the search for competent and fair decisions on issues important from the standpoint of moral in the practice of the social work. Making decisions is an integral part in the social work practice. These decisions are often problematic due to different reasons: insufficient information, time constraints, pressure from various sources, uncertainty about the outcome of the various options and fear of prosecution. This study on the factors, affecting the values of the social worker and the choice of ethical decisions, is a response to insufficient attention in the specialized literature on this problem. The choice of ethical decisions is influenced by various professional and personal factors; there is no a general model indicating exhaustively these factors. The authors of this article express their adherence to the idea that personal and professional values are an integral part of the process of making ethical decisions. The inclusion of the ethical expertise, bound to the work of the ethical committee, receives support in the article as a factor influencing ethical decision-making in the practice of the social work. The position expressed by the authors of the article is based on the current situation in Bulgaria, where the community of the social workers in various structures do not have a code of ethics, ethics committees and protection by the professional association.
