THE IMPROVEMENT OF THE MECHANISM OF STRATEGIC PLANNING AND MONITORING OF SUSTAINABLE DEVELOPMENT OF TERRITORIES
Abstract
The research suggests an approach to improvement of the mechanism of strategic planning and monitoring of the sustainable development of territories. The need in strategic planning of sustainable development and monitoring exists both in Russia and abroad. There is also practical experience, which allows speaking about problems in this area. We believe that one of the most important problems in the current practice of strategic planning of the sustainable development is in the interconnection of two constraints. On the one hand, there is an insufficient number and quality of scientific methods and analytical tools (including tools suitable for planning regulatory impacts) that help to obtain a complex picture of the social and economic development of the territory/region. On the other hand - poorly developed methods of monitoring of strategic changes that can take into account not only formalized indicators (target or intermediate) but also mechanisms used for changes. If there is no link between strategic planning and monitoring, then monitoring is fragmentary - it turns into collecting information according to a number of indicators. In this case it is able to give an idea only of the general results of implementation of strategic development programs in the form of a plan-fact comparison. However, the necessary regulatory actions depend not only on the plan-fact deviations, but also on the used regulatory mechanisms. We show that positive effects can be obtained by creating a special tool for strategic planning of the sustainable development of territories that will consider the monitoring in the implementation of the strategy. The main characteristics of such tool should be the harmonization of indicators of strategic planning and monitoring and the comprehensive system of indicators. In our research, we analyse the experience of strategic planning in the subject of the Russian Federation and propose a mechanism for harmonizing strategic planning and monitoring. The basis for this mechanism is a multi-factor analytic matrix [1] with indicators adapted to the needs of strategic planning for the sustainable development of territories. We show that the indicators of a multi-factor matrix could be used for monitoring of the implementation of strategic programs of sustainable development. Moreover we show possible directions of the development of this analytic matrix, which allow us to obtain additional analytical conclusions for strategic decision-making.
