SMART EDUCATION: PERFORMANCE MANAGEMENT
Abstract
The purpose of the study is to design a results-based management system aimed at the smart education efficiency improving, as well as improving the structure, tools and methods of management in smart integrated environment for the continuous development of the competences of participants during the educational process. The basis of the research is the main provisions of the strategic management theory, the methodology of a balanced system of indicators with a projection on a non-profit organization, fuzzy modeling methodology. Integration of Russian education into the international educational environment is impossible without the smart education development. Smart based educational process organization within the university must have a developed information technologies infrastructure that make it possible to integrate different systems based on flexible standards. When creating strategic maps of such a University, it is expedient to use the following clusters (perspectives): educational-methodical; information and communication; organizational and financial-economic. Measurement of the goal achievement degree for each cluster induces a system of assessments: ensuring the quality of educational and methodological support of the studied subjects; conditions for the implementation of educational activities on the basis of seamless information and communication technologies; the organizational procedures and regulations system effectiveness; financial and economic profitability of smart education. The coordinated measuring and information environment formed in the course of the research allows estimating the degree of achievement of the goal at each of the following levels: University management, IT-specialists, academic staff, tutors, and to establish the order relation between the mentioned assessments. At the same time, the proposed mathematical models of estimates, possessing a measurement and information function, allow to predict the evaluation at each level and to identify bottlenecks requiring the application of management actions. This makes it much faster and more efficient to customize the components of the smart education process.
