FACTORIAL ANALYSIS OF THE IMPACT OF CLUSTERS RELATIONS ON PERFORMANCE IN THE NORTH-WEST REGION OF ROMANIA

Abstract

The present paper aims to highlight the existing links within the clusters for development at regional, national and international level, defining the human resource. In this research we set off from a series of assumptions that organizational expectations are related to the involvement of human capital and the factors leading to economic development. In order to achieve this objective, surveys have been carried out within the clusters in the North-West region of Romania with more than 350 members and complex organizational structures using the method of the researcher. The main aim of the paper is to research the development of cluster relations, the involvement of catalysts in the process of human resource training, work satisfaction among them, and the efficiency of human capital to achieve competitive advantages at regional level. For efficient development through new technologies, cluster members need to cooperate in activities and projects that lead to a prosperous development, mutual trustworthy relationships, a social capital vital for the business environment. Clusters' cooperative relationships provide a competitive advantage in the hypothesis of increasing complexity of interaction in their competitive environment. The cluster is the facilitator of increasing competitiveness, regional development and labor force specialization. We can say that it is based on access to knowledge, information, social progress, rapid and sustainable growth, infrastructure, regional positioning, improving cooperation between the business community, public administrations, research-development institutions, universities, high school. In this study, an interdependence between the specialized workforce, innovation, catalysts, strategy and competitors is needed to attract specialized suppliers based on existing information and ongoing investment to test the hypothesis that there is a positive correlation between systemic relationships within clusters industrial and human capital, and that these clusters' systemic relationships and high performance human capital strongly influence organizational performance. Through access to human resource dynamics, specialization and information sharing, all cluster members have the opportunity to benefit from local innovation potential, encouraging new business environments, increasing productivity, diversifying jobs, and cluster strategy flexibility. Motivation is one of the roots of organizational behavior, owing to the need for promotion, innovation, and sales growth becoming globally competitive. We can state that the prospects and threats in the researched region have led to the identification of future economic development measures, competitive advantages for cluster members, the way in which economic changes influence the analyzed sectors, the need to involve research and development institutes in order to create a favorable microeconomic environment stimulating networking and appreciating members in geographic proximity. The analysis indicators refer to the size of the industrial agglomeration, specialization, the geographical concentration of the producer, the upstream and downstream integration relations, horizontal cooperation and competition relations, productivity, low costs, quality, innovation, but not least the investment in human capital. The Northwest Region of Romania is a pole of development and integration into a prosperous economy with openness to Europe and other international regions that encourage managers to support interaction and cluster cooperation to increase competitiveness. We can talk about the existence of a four-leaf clover, that is, four partners promoting innovation, technology, consultancy, productivity, regional economic performance, professional training, complementary services to be stimulated to become important elements in the knowledge market, prestigious development of high-performing human resources, providing in-depth elements of the education and training process. The factors influencing the evolution and development within the cluster can be the following: the presence of specialized research centers; the existence of a talented specialist base; the existence of specialized trainings; the intensity of competition between businesses; the degree of cooperation between cluster organizations; expanding cluster organizations and clusters; special demand for cluster products and services; cluster specific regulations; the existence of collaborative cluster institutions; the appropriate cluster position against the source of economic prosperity. These factors, as we can see, present a specialized feature that becomes a source of competitive advantage. Cluster performance is driven by increased access to specialized human resources, access to specialized knowledge, opportunity-based entrepreneurship, collaboration between organizations, cluster-specific public regulations and specialized technologies. In order to obtain the competitive advantage, specialized human resources are one of the main factors within the cluster, going through several stages of development. It is necessary to carry out an ongoing process of specialization in order to achieve the performance of the organization by recruiting and selecting specialized human resources that have skills, abilities, remarkable abilities to obtain the cluster's innovative result. The workforce stability at the cluster level is given by attending training and specialized training of employees in order to stimulate the training at the workplace and the provision of experienced staff, specialization in certain fields, providing a favorable environment for the development of an innovative organizational culture. The close link between organizations, regional administrative institutions, development institutes, facilitates access to workforce, specialized information, suppliers, the diversity of organizations' production processes, enables productivity to reach higher levels by implementing innovation, anticipating market trends period of time. As an overall conclusion, we can say that capitalizing on the opportunities offered by cooperation between organizations, while each organization retains its own identity, provides advice, exchange of best practices among cluster members, harnesses human and technological resources, cost advantages, marketing facilities, banking facilities, innovative human capital, risk-taking, volunteering, as well as providing association in sustainable relationships between members. Clustering is the result of rapid change, flexibility, employee initiative, consumer behavior towards market products. Achieving organizational goals depends largely on the behavior and attitude of their subordinates towards their duties, the way in which the relationship leads to a dynamic environment, feeling the need for development. Research supports the need to develop clusters at national level, innovation and technology, develop partnerships, capitalize on market opportunities, optimize knowledge flow, transfer information, develop development strategies, improve competitiveness through access to quality human resources. In order to achieve excellence in clusters, it takes a lot of useful resources, a systematic and complex process, a vision focused on the effort to always perform better, better in a specific time. Clusters provide a framework for cooperation between firms, research institutions, universities, public authorities and catalyst institutions, a free association, capable of forming regional, national and international partnerships, offering socio-economic development (competitiveness, quality products, brand), all targeting the market.
