ANALYSIS OF THE CAPABILITIES AND LIMITATIONS OF THE INTEGRATED DEVELOPMENT OF URBAN TERRITORIES

Abstract

The article is devoted to the problem of improvement of methodology for the analysis of urban territories, allowing taking into account economical, environmental and social considerations in their sustainable development. In particular, the authors touch upon the problems of identifying the best alternatives and constraints in the development of strategy of individual urbanized areas or areas of large cities development. The main purpose of the research is algorithmization of the process of formation of input data block for strategic planning that characterizes the possibilities and limits of urbanized territories development. To achieve this goal on the basis of hypothetico-logical and empirical methods the main shortcomings of the existing practice of town planning were studied, priority tasks of the analysis of strategic territories development were identified, principles of such analytical works were generalized, the security issues in the implementation of projects of territories development were investigated. Classification of security elements of the integrated development of urban areas, including the group's social, environmental, economic and governance factors, which allows an objective appraisal of alternatives for urban development was proposed. The basic scheme of the integral evaluation of complex development of the city territory, providing reliability of comprehensive analysis of the capabilities and limitations of strategic town-planning development through the exact observance of the sequence of analytical work execution, was developed. The scheme of development of a comprehensive strategy for sustainable development of urban areas based on the principles of goal setting and proposed a specific precedence rule, contributing to the objective forming of complex development goals, was formed. The main conclusion of the research is a scientific justification for the use of the proposed algorithm of analytical work to ensure a systematic approach to the solution of problems of management of municipal development.
