RATIFICATION OF THE CONVENTIONS OF THE INTERNATIONAL LABOR ORGANIZATION BY THE STATES OF SOUTH-EASTERN EUROPE - AN ANALYSIS
Abstract
The International Labor Organization was founded in 1919 under the Peace Treaty of Versailles (1919). Currently I.L.O. is the main international institution under the aegis of the United Nations that ensures the balance in labor relations between employers and employees. The organization is structured on a tripartite level and consists of representatives of employees, employers and governments, thus ensuring an effective social dialogue. I.L.O. issues two categories of acts, conventions and recommendations. To become mandatory, I.L.O. conventions must be ratified by Member States in their national parliaments. Recommendations are not mandatory for the memeber states, but the practice has proven that those represents genuine instructions for them for ensuring a fair legal framework in the field of labor relations. I.L.O. promotes individual and collective rights of employees on the background of social justice. In the present study, we aim to analyze how the south eastern European states have implemented the I.L.O legislation in terms of ratifying the conventions of the organization.
