ORGANIZATIONAL AND ECONOMIC MANAGEMENT ASPECTS OF MUNICIPAL SOLID WASTE IN THE CITIES OF THE SVERDLOVSK REGION

Abstract

The article considers the organizational and economic aspects of the problem of municipal solid waste (MSW)В’s formation and placement. This problem becomes more and more relevant for the cities of Russia including the Sverdlovsk region. Referring to foreign experience, we demonstrate the necessity to form an effective MSWВ’s management system in Russia via required reforming based on the laws and regulations. Comparison of the existing options for MSW elimination shows that the cheapest but inefficient option from economic and environmental perspective is landfilling. The most expensive but effective option is waste separate collection and processing. This option is at the initial stage; however, the development of optionВ’s implication demands the increase in budget funds, fines and tariffs for landfilling. Studied foreign experience demonstrates the benefits from stimulating the reduction of waste generation by dividing the responsibility among community bodies, business and consumers. One of the basic tools to form the effective organizational and economic MSWВ’s management mechanism in Russia is an imposition of environmental charge. The necessity for paying environmental charge arises from producers and importers of goods when they do not provide the waste utilization from the consumption of goods or they have not achieved the waste processing standards.
