ANALYSIS OF LEGAL REGULATION OF COMMUNITY PARTICIPATION IN EDUCATION MANAGEMENT (ON THE EXAMPLE OF THE CITY OF MOSCOW)
Abstract
The article contains the results of the analysis of legal regulation of community participation in education management in the city of Moscow, it also formulates the proposals on the improvement of the legislation under study. The research was done on the basis of a complex approach and methodological pluralism. In the course of research more than 40 statutory acts of the city of Moscow were analyzed, they were grouped according to the purpose of enactment (acts, determining the principles of community participation in education management; acts directly regulating the problems of community participation in education management; acts regulating other relationships, but containing separate norms concerning community participation in the sphere of education). The results of the research are: 1. classification of the forms of community participation in education management on the different grounds (a number of participants, a type of a founder, a purpose of establishing, a type of a participant of an educational process, a degree of state participation), 2. analysis of the basic forms of community participation in education management (Councils, Committees, Funds, Associations, Public observers for conducting the assessment of academic progress), 3. preparation of proposals on the improvement of educational legislation of the city of Moscow, regulating the problems of community participation in education management. The results of the research can be applied in the field of legal science, as well as in the spheres of government and education. The main directions of the practical application of the obtained results of the research are the following: - an educational direction (introduction into the educational process); - a lawmaking direction (development of proposals on the improvement of legal regulations of community participation in education management).
