CENTRAL ASIA 2013-2016: PROSPECTS FOR NEW REGIONAL INTEGRATION

Abstract

The article focuses on the integration implementation in Central Asian region. The integration process is perceived through the concept of positive and negative integration based on works of Jan Tinbergen. The goal is to show the role of interregional organizations such as the European Union (the EU), the Eurasian Economic Union (the EEU), the Shanghai Cooperation Organization (the SCO) and the Collective Security Treaty Organization (the CSTO) in promoting Central Asia as the whole region. Such cooperation falls within the scope of multipolar or multi-faceted approach pursued by Central Asian states in foreign affairs and aimed to accomplish medium-term tasks. The authors examine the period of the last three years - 2013-2016 - that can be considered as a new period from the point of new international conditions such as the world economy downturn and the raise of terrorist activity. The correlation between objectives set by states in the organizations founding agreement, the strategies within each particular integration project, and the joint statements and practical implementation is explained. The obstacles and prospect of such integration are defined as well as the role of non-regional states acting within the region.
