MULTIPOLAR INTEGRATIVE REGIONALISM AND ITS POTENTIAL IMPACT ON INTERNATIONAL RELATIONS
Abstract
Study offers an attempt to a systematic approach to the problematic of current and potential impact of regionalization and regionalism on contemporary international relations. Estimation of the results of last European Parliament elections suggests that a large proportion of its new members would be selected from among the opponents of European integration. This is certainly unpleasant consideration since most of the critics of integration have been in the previous period from outside of the European Union institutions. The integration process currently has many opponents in most member states for various reasons. Somewhat in the shadow is the integration as a political project and its potential in international environment, although the beginning of the integration has been motivated by an effort on peaceful development in post-war Europe, when gradually strengthened winners of the Second World War, the United States and the Soviet Union. However, polarity of international relations had changed, the period of a bipolar world expired at the end of the twentieth century and U.S. position is now weakening. Russia is not satisfied with its position in the system of international relations and strengthens also the position of Asian countries. The substance of system of modern international relations based on the Westphalia Treaty is exhausted and changes its basic actors. In addition to superpowers and powers and transnational corporations, international relations could be soon influenced by regional groupings with increasing potential. Post-war regionalism and multipolar integrative regionalism should be also complemented to a relatively new strategy in international relations – interregionalism. Globalized economy can be therefore in the future balanced more by regionalized politics. A systematic approach to the theories of regionalism and interregionalism from the positions of political science and their practical importance may contribute to the debate on the importance of integration groupings in near future, especially in international environment.
