PROFESSIONAL STRATIFICATION OF PUBLIC SERVANTS IN THE RUSSIA AS A FACTOR OF THE MODERNIZATION OF THE PUBLIC ADMINISTRATION SYSTEM

Abstract

The purpose of the article is the investigation of the different types of the professional stratification of public servants. The main methodological approaches were system, activity and institutional ones. The base methods which authors have used are the analysis of the documents, including laws and other normative papers, massive questionnaire survey of different groups of servants and an expert survey of their managers. Indicators for the analysis of the characteristics of professional stratification of servants were such as number, socio-demographic structure (including sex, age, family and nationality), educational and qualification structure, position structure, professional culture (including the level of professional development, moral and ethical system, self-identification) , social and innovation potential, etc. On the basis of data analysis, the authors identify groups of public servants for such criteria as age and age characteristics, education, length of service and salary in a regional context. In the course of the study, the stratification of income levels among various groups of public servants was revealed, it is depending on their belonging to the level of authority and position held. In terms of education, public servants are a fairly homogeneous group, with only minor differences among municipal servants, some of whom donВ’t have higher education. The analysis showed that over the past decades there have been some minor shifts in the age and sex structure of public servants toward an increase in the number of men and young people under the age of 30.
