DEVELOPMENT OF A MODEL OF PROFESSIONAL IDENTITY OF CIVIL SERVANTS AS A PROJECT TO SOLVE PROBLEMS OF PUBLIC ADMINISTRATION
Abstract
The purpose of this article is to attempt of the authors which is based on an analysis of current theoretical approaches to develop a model for the professional identity of civil servants, which will contribute to the systemic and structural solvation of the problems of the public administration system. In the methodological plan, numerous studies do not give an unambiguous definition of the concept of professional identity, nor a single understanding of its essence. Special attention is paid to the acmeological approach to the formation of the professional identity of civil servants as representatives of a special professional group. As a result of the analysis, the authors proposed a model for the professional identity of civil servants as a structure and process. The structure of the professional identity of civil servants is a combination of cognitive, epistemological, subjective, axiological and praxeological characteristics. The stages of forming the professional identity of civil servants are disclosed during the research. Particular attention is paid to various educational practices, during which the identity of professionals is formed. The authors propose their own system of indicators for assessing the formation of the level of professional identity of civil servants, including the desire to work in the profession, motivation for professional growth, etc. Based on the developed system of indicators, the author's toolkit for assessing the professional identity of civil servants was developed.
