IDENTIFYING RISK-APPETITE FOR FINANCIAL MARKET INFRASTRUCTURES

Abstract

The paper addresses various topics considering the identification of risks most common for financial market infrastructures. Views expressed in the article are in line with The Principles for financial market infrastructures and modern risk management developments in this field. Different approaches to identify risk appetite are considered depending on the business line of the infrastructure and main risks associated with it. The study uses comparative methods, benchmarking to market practices and recommendations. The risk-appetite concept is used in line with Enterprise Risk Management В— Integrated Framework and mainly addresses financial risks, and other specific risks most common for financial market infrastructures such as exchanges, central counterparties, securities depositories. An infrastructure should have governance arrangements that are clear and transparent, promote the safety and efficiency of the organization and support the stability of the broader financial system, other relevant public interest considerations, and the objectives of relevant stakeholders. Identified risk appetite statements should include quantitative and qualitative measures available to monitor and control the achievement of set targets.
