I. LEVEL SUPPORT MEASURES IN PRIMARY EDUCATION
Abstract
Since 2016, the Czech education system has been providing education for children, pupils and students through the institute of the so-called support measures. It is a set of organizational, pedagogical, methodological measures including methods of work, material and compensatory support of the respective disadvantage. There are five levels of support measures provided by law. Granting of level II. to V. is under the responsibility of professional school counseling facilities and is the result of professional special pedagogical diagnostics of special educational needs. The support measures of the first level are the responsibility of each school (teacher) that the pupil attends. There is no general manual for their recognition in the Czech Republic. The subject of the survey within this article was the opinions and attitudes of key pedagogical staff (teachers, educational counselors, school counseling staff) on individual aspects of granting the first level of support measures in the Czech Republic. The article is a probe into a very large area of special pedagogical work at schools in the Czech Republic. The research shows that teachers carry out pedagogical diagnostics using clinical methods (observation, interview, analysis of student work) in combination with their reason and emotion. Interviews with teachers show that they do not consider these methods and procedures (however effective they may be) to be the implementation of diagnostics. 1544 pedagogical staff from 231 primary schools in the Czech Republic were involved in the entire research.
