Abstract

At the beginning of the XXI century is actualized the task of political analysis of general and specific characteristics of the manifestation of the threats and risks inherent to the life of societies and states, members of the European Union, as well as Russia, constantly and deliberately positioning itself as the largest country of Eurasia. From our point of view, in Russia due to genetic relationship with Western civilization, which theoretically justified the possibility of the socialist experiment, there are more apparent dangers that European community underestimates, or vice versa hypertrophies because of the value sensitivity and political tolerance. Currently it is necessary to mobilize joint efforts to minimize the consequences of an emerging global risk society, where the main risk factor is the ideological and political division between nations, information isolationism (with the dominance of certain information and communication technologies) and extremist behavior practices (including terrorist attacks), especially among youth cohorts and Islamist groups. The use of a comparative analysis of empirical data, obtained by the leading sociological centers of Europe and Russia, as well as the results of questionnaire survey of citizens conducted with the direct participation of the author reveals the dominant trends in public awareness of the socio-political risks and ways to minimize them, whether by public authorities and institutions civil society. There were generalized different methodological approaches and theoretical constructs of prediction of cooperation between the EU and Russia, revealing domestic and international resources of stable and secure development.
