GOVERNMENT SUPPORT FOR MONOTOWNS IN THE REPUBLIC OF KAZAKHSTAN: OLD PROBLEMS AND NEW DECISIONS

Abstract

The article presents the results of the study, aiming at analyzing experience of state policy implementation in the field of monotowns support in Kazakhstan, identification of specific and common problems and their solutions. The study identified stages of state policy development to support monotowns, there was analyzed monotowns selection criteria evolution, factors responsible for these changes were justified. Considerable attention is paid to characteristics of monotowns system in Kazakhstan from the point of view of their localization, industry specialization, socio-economic situation and population. The basis of the authors' methodological approach is the use of complex criteria for analyzing the policy of monotowns support, including characteristics of monotowns as objects of state support, actors, implementing this support, and taking into account the role of this support in the system of state social and economic policy. It is emphasized that the key characteristics of the approach to monotowns development in Kazakhstan are: the scale of the support provided, the degree of its selectivity, institutionalization specifics, the degree of coordination with national priorities. An important place is approachesВ’ comparison to the policy of monotowns support in Russia and Kazakhstan. This allows us to distinguish "best practices" and timely take into account negative consequences of regulation that have emerged in each of the analyzed countries. In conclusion, key problems of monotowns support policy implementation in Kazakhstan are formulated. One of these key problems is an inadequate activity of local communities. Conclusions are being made on the need to overcome limitations of traditional approaches for state support implementation under the changing economyВ’s dynamics.
