THE INTERACTION BETWEEN THE STATE AND SOCIETY: EXPERIENCE OF THE RUSSIAN FEDERATION

Abstract

The interaction between the state and society can be regarded as a phenomenon characteristic of modern society which characterizes the degree of domination of one of the elements of this system. But if we accept as a postulate that interaction is a natural and necessary process, then the static idea of interaction as a phenomenon becomes the dynamic concept of interaction as a process. So, from an applied point of view, the interaction between the state and society is much more interesting to imagine as a complex and complicated process. It is determined, in particular, by the method of developing material values, and also by the traditions of peoples and civilizations that have consolidated the model of interaction [9]. Trends in globalization and the influence of economics are also significant, as are aspects of the technogenic, ecological, and geopolitical situation. And yet, despite the fact that the process of interaction between the state and society is under the influence of so many factors, the very principle of interaction (as a principle of action) can be described simply. Either we accept that the interests of society are of paramount importance, and statehood is a derivative institution that owes its existence to society, and on this basis the state fulfills only the role of observer and director of the realization of public interests, or the state, not considering it possible or correct to be content with the role of a passive observer in the case of a potential technogenic, ecological, economic, or social disaster, makes all decisions independently, determining the direction of development of society and ensures public interests through its interference, even in spiritual and social life. These are two diametrically opposite points of interaction between the state and society, and one must take into account that in actuality there exist many variants and varieties of interaction and hypothetically many more can exist.
