A NEW CHALLENGE: THE FUNDAMENTAL SOCIAL RIGHTS
Abstract
In the beginning human rights are divided into two kinds: rights of first generation (civil rights and political rights) and second generation (economic rights and social rights). There wasnВ’t contradiction or alternative nature between the two 'families', but the second В‘familyВ’ (economic rights and social rights) was practical phase of the first В‘familyВ’. Nowadays, it is only possible to В‘bearВ’ the rights of freedom, as an expression of enhancement of individual prerogatives, the one and only dimension of global citizenship. At the end the sociability of the rights is considered of lower value than the rights of freedom, so we can say that there is a rift between the two families of rights. This is not surprising since we live in the cultural and political liberalism, where there isnВ’t a space for a possible revival of a debate on social rights, in particular on access to those rights.
