THE EDUCATIONAL PRINCIPLES OF NATIONAL PUBLIC BROADCASTING SYSTEMS IN THE NEW MEDIA ENVIRONMENT

Abstract

The paper presents a brief summary of the research on the educational principles of national public broadcasting systems the new media environment. Background: the purpose of the study is to provide versatile and objective examination, comparison and analysis of foreign experience of public television educational programs and to identify general principles of its functioning. Methods: for the purpose of verifying the theoretical ideas the analysis of foreign web-publications on the establishment and development of public service broadcasting has been conducted. Besides the theoretical and methodological basis of the study are: policy statements and annual reports of public broadcasters in the UK and USA; normative legal instruments regulating their activities; the materials of UNESCO, the Council of Europe and other international organizations; the scientific works of national and foreign scientists devoted to the activities of public broadcasting and the new media environment. Results: the results of the experiment indicated that in all countries national broadcasters are looking for ways to connect public service broadcasting and content production, to deepen the education and delivery of educational products to school-age children and adults, searching for a combination of digital technologies with traditional opportunities. Public broadcasting provides the whole society with educational programs, contributing to the growth of social and cultural development of society. Conclusions: on the basis of the studies the conclusion was made that the establishment of a global information society involves changes in the field of public broadcasting, transforming the traditional audio-visual media in accordance with the educational objectives. It is important to explore new educational opportunities; this is the essence of the concept of public broadcasting at this stage.
