INFORMAL COMMUNICATIVE PRACTICES OF SOVIET REGIONAL ELITE IN THE 1920-ES
Abstract
This article study the problem of unofficial relations within soviet regional elite, existed during twentieth years of XX century. The problem is studied on the example of Vladimir region. Research is based on the documents from Vladimir state archive, studied on the basis of microhistorical approach. The research shows that different informal relations, based on the system of acquaintances grown from mutual work or everyday contacts, at the 1920-es became quite common at soviet province. Useful acquaintances became a necessary resource of every local official, so they use every possibility to extend their informal social network It's possible to suggest that regional elites created such practices in order to get more independence from central leadership, which wasn't able to control them. On the other hand, informal practices allowed to resolve the problems more faster. But at the same time they lad to nepotism and law abuse.
