ENVIRONMENTAL DEVELOPMENT AND ECO-INNOVATION AS A NEW CONCEPT IN REAL ESTATE MARKET
Abstract
In the present situation and at the high level of scientific and technological advancement, project management should take into account the environmental dimension. The Russian real estate market, in terms of innovative economic development, has certain specific features. As the environmental situation is deteriorating, the real estate market in Russia obviously needs innovative development in compliance with environmental standards. Environmental development is a trend that is only in its infancy in Russia, and has the potential for encompassing all industries of the economy, both manufacturing and non-manufacturing sectors for which new technology and innovation are vital. The existing environmental situation requires the use of technological innovations in the housing construction and reconstruction to protect the environment. An important problem is that environmental development almost entirely lacks specialists in this field as only a narrow circle of scientists and experts pays attention to this issue. It is necessary to achieve some consistency in the implementation of environmental development in Russia: environmental development should be regulated by environmental law making processes, based on environmental planning of space and environmental design of structures, and use environmental marketing as a tool. There are several international standards applied in the construction in different countries. At the moment, developers are guided by two applicable standards – LEED (Leadership in Energy and Environmental Design) and the oldest one – the British BREEAM regulations (Building Research Establishment Environmental Assessment Method) that appeared in 1990. Russia has no its own standard. The legislative framework is still shaping, which indicates that the government is interested in the "green construction", but favorable conditions for environmental development are yet to be created.
