INDICATORS IN THE QUALITY DEVELOPMENT (OF HEALTHCARE)
Abstract
Nowadays the quality and the tools of the quality management are attracting more attention of the general public, the health professionals, managers, policymakers and financers. The healthcare systems can not afford to ignore the quality of its services. Due to unfavourable demographic trends, poor health status of the whole population and to narrow financial circumstances the Hungarian healthcare system is facing with serious problems to which special attention should be paid. The European Union has never issued any specific requirements regarding the application of quality indicators in healthcare services, only a brief methodology guideline has been published. As the European Union has not established a unified and integrated indicator system that can be widely applied in healthcare makes the issue of indicators even more important. Though, the range of useable indicators is getting wider, only a few of them have the real capability to measure and evaluate healthcare quality. The aim of this paper is to give a brief overview of those indicators that are applied particularly for quality measurement purposes in healthcare services. There is a special focus on the indicators applied in the rehabilitation of musculoskeletal diseases representing a worldwide growing general health problem as the number of these diseases is continuously increasing. Another objective is to evaluate the indicator system used in Hungarian healthcare institutions and compare it to accepted international standards. The conclusions of the paper are based on the analysis of both international and national studies and databases (National Institute for Medicine Rehabilitation, National Statistical Data Collection Programme, WHO and OECD databases).
