RUSSIAN GOVERNMENTAL PROCUREMENT SYSTEM
Abstract
The study covers the structure of the governmental procurement system to define major subjects of the system and reveal the basic design tendencies of the procurement procedure. The analysis of carried out procurement procedures shows primary use of electronic auction procedure (about 60 \%) and a lesser use of open contest (18-26 \%). Various types of tendering procedures, territorial distribution of public entities, and their economic activities are considered. The results show that the regulation of the rules on maintenance of a transparency and publicity of carrying out procurement procedures and contracting with entities at federal, subfederal, and municipal levels, and constant supervision of governmental procurement system will allow to reduce costs of public entities, to expand access of small- and medium-sized businesses to the governmental procurement system.
