INVESTIGATION OF THE INFLUENCE OF FINANCIAL SECURITY OF REGION-FORMING ORGANIZATIONS ON THE SOCIO-ECONOMIC DEVELOPMENT OF TERRITORIES (ON THE MATERIALS OF THE SIBERIAN FEDERAL DISTRICT)
Abstract
Currently, one of the main directions of Russian policy in the sphere of economic security and social and economic development of the territories is to ensure the sustainable development of the national financial system. The base for the development of the financial system is the corporate finance. The share of tax revenues of regional budgets in Russia is in the range of 70-85%, as shown by the analysis of the dynamics of revenues of the consolidated budget of the region. The share of tax revenues from the ten largest taxpayers-regional organizations in the Novosibirsk region is about 20% of all tax revenues of the region. Thus, it is assumed that there is a direct link between the financial health of organizations – the largest taxpayers and the financial provision of social and economic development of the territories. Obviously, in order to achieve a balanced consolidated regional budget, targeted government support is needed for organizations that can maximize budget revenues and also have the necessary level of financial health for ongoing activities. To assess the dynamics of revenues of the consolidated budget, statistical methods are used in the paper: analysis of time series, etc.; to determine the elements of budgetary policy, the formation of a financial health system for regional companies methods of system analysis such as classification, analogies, etc. are used. The study proposes and approves a system of financial health indicators, which includes four groups of indicators. It is proposed to assess the dynamics of the integral indicator of the financial health of the organization to justify the implementation of budgetary policy in terms of stimulating revenue growth, the relevance of the initial information. Approbation of the methodology is performed on the financial statements of one of the largest energy companies in Siberia.
