REDUCTION OF ENERGY INTENSITY OF RUSSIAN ECONOMY ON THE BASIS OF APPLICATION OF THE SELECTIVE APPROACH TO THE PROBLEM SOLVING
Abstract
High energy intensity of Russian economy has been an actual problem for a significant period of time. One can find a great number of domestic and foreign scientific researches, analysing the reasons of the high level of the energy intensity of Russian economy and other countries of the world, singling out the factors, causing them on the level of the country as a whole and on the level of certain enterprises. We can not deny the recent changes in the legislation of the Russian Federation and the approval of various programs in the sphere of energy efficiency. We should also mention the changes in the behaviour of top-managers of large enterprises, who realize the importance of energy-efficiency policy for ecology-efficiency and competitive ability growth. Though, a significant reduction of the level of energy intensity of Russian economy is not still achieved. Considering the fact that the territory of Russia includes a range of regions, the power intensity of which can vary significantly, the authors of the article analysed the power intensity of certain regions, and then made a more detailed analysis of the areas composing each region. Under these conditions, the energy intensity of the regions and areas was not considered to be an isolated characteristic. It was analysed in its interconnection with the economic growth rate and the economic structure of the regions. As the result of the analysis, it was established that the analysed areas (territorial entities) can be united in groups depending on the level of their energy intensity and economic growth rate. On this basis, the following proposal has been worked out: different target criteria of the reduction of energy intensity should be determined and special energy efficiency requirements should be formulated. They may differ significantly for each group (being more or less severe). The application of the selective approach to the formulation of the energy efficiency requirements and their document fixing will promote the reduction of energy intensity in certain areas and regions of the Russian Federation, and Russian economy as a whole.
