EVALUATION OF THE ATTRACTIVENESS OF INDUSTRIES: THE ACCOUNT OF THE CURRENT STATE AND PROSPECTS
Abstract
Evaluation of the attractiveness of industries is an urgent problem in solving a number of problems both at the business level and at the level of public administration. This task is relevant in the selection of priority sectors, for example, for investment or allocation of government support measures. However, little attention is given to this issue in both scientific and regulatory work. Industries are valued only in terms of output and profitability. It does not take into account the fact that the solution of various tasks, not only economic, but also social, environmental, etc., must be carried out according to various criteria, and not only financial and economic ones. The next drawback of existing approaches to assessing the attractiveness of industries is the use of indicators that reflect the state of the industry at the current time, which is clearly not enough when making long-term decisions. The authors present an authoritative methodology for assessing the attractiveness of industries, based on the simultaneous consideration of indicators of the current state and their dynamics. In this case, the standard approach is not used, when different indicators are "folded" into an integral indicator by the method of their addition with weight coefficients. The novelty of the technique consists in constructing a matrix, along one axis of which the indicators of the current state are plotted. And the rates of the static indices of the industry are on the other axis. The resulting points in this matrix represent the analyzed branches. Further clustering allows them to be ranked and selected for various purposes. Statistical methods and materials were used in the work. And also the methods of logical and portfolio analysis. Based on the statistics for the Nizhny Novgorod region, examples of using the developed methodology are given. These examples shoes how to identify priority sectors in addressing the different tasks (investment and social) of choosing attractive sectors.
