TERRORIST THREATS AND RESILIENCE OF CRITICAL INFRASTRUCTURE

Abstract

Based on current security risks developed countries of the world have defined critical infrastructure as an asset or system whose disruption or destruction should have adverse effect on the performance of economic and social functions of the state, and thus on the quality of life of residents in terms of the protection of their life, health, security, property, as well as the environment. The objective need to ensure protection and defence of important national infrastructure assets against traditional threats such as natural disasters, negligence, technological accidents, unauthorized intrusion into computer systems or criminal activity has expanded over the latter-day threat of terrorist attacks. Several European countries are considered as potential targets by terrorists and Europe is also one of the centres of their operations. Terrorism focuses on attacks against the civilian population as well as critical infrastructure in the state to cause mass casualties, damage, fear and a sense of danger. The paper is dealing with the issues of terrorist threats and critical infrastructure failure as the top global risks of the highest concern in 2017. It provides a broader approach to critical infrastructure protection, applied in Australia, which is achievable through a resilience that includes activities across the spectrum of prevention, preparedness, response and recovery. Subsequently, the basic areas determining the resilience of critical infrastructure system in Canada, USA and Czech Republic are specified. In conclusion it presents the recommendations to ensure proactive approach to building resilient critical infrastructure and society, too.
