SYSTEM OF STATE SERVICE PERFORMANCE EVALUATION

Abstract

The aim of the submitted contribution is to propose for the staff of the EU Structural Funds Sections of the Ministry of Education, Science, Research and Sports of the Slovak Republic an effective evaluation system based in particular on the motivation of employees to perform higher and better performances. The State Service Act in the Slovak Republic does not impose an obligation to perform a civil service assessment of civil servants but provides for the authorization of civil servants to evaluate subordinate civil servants. It follows that civil servants can be evaluated in service throughout the period of the state service. Details of the service evaluation as well as other details of the performance of the civil service may be amended by the service offices in the service regulations as there is no statutory obligation to perform the service evaluation periodically on the basis of predetermined criteria. If the service evaluation is also carried out, the result is not obligatorily linked to the remuneration, for example, to change the salary. Compulsory peer-to-peer evaluation of service can serve as a tool for improving the quality of public service and at the same time as a motivating element for civil servants. Based on a transparent remuneration system, employees will have clear objectives and will be informed about how to efficiently use their work capacity to achieve higher financial rewards. A flexible system of variable remuneration for administrative capacities will ensure the effective use of technical assistance resources over time. Thus avoiding an audit findings.
