DOMESTIC SPACE OF RUSSIAN FEDERATION AN EXAMPLE OF GOOD LEGISLATION
Abstract
Space law is a branch of international law, and the five major treaties that oblige States to implement space law in their national legal order have many stipulations. Most states have now initiated Acts which regulate space laws, space strategies and space policies. The UN countries can be divided into three groups; states that fully implemented international space law in their domestic legislation, states that partly implemented these norms and those who have not legislated space law or this legislation is otherwise not publicly available. In contrast, the Russian Federation covers space law holistically and thus provides an example of good legislation for nations in the process of regulating their domestic space legislation. This paper presents a short but comprehensive approach to the essence of problems that can occur in conducting space activities. The main Act described herein is the 20.08.1993 Law of the Russian Federation ? 5663-1 about space activities. It is essential here to convey Russian legislation as a system - not just a single Act and therefore complementary legal acts are also discussed. The Russian Federation Act ? 5663-1 was implemented 25 years ago and despite some amendments its main provisions remain relevant today.
