SUSTAINABILITY PHENOMENA IN STRATEGIES OF ESTONIAN LANGUAGE FOR 2017-2020 AND FOREIGN LANGUAGES FOR 2009-2015
Abstract
This article analyses the sustainability of legislation providing the developments of the Estonian national language and foreign languages. The model for content analysis designed by the authors is based on the AGIL paradigm or AGIL model by Talcott Parsons, which states that the continuity of a social system requires the balance performance between four components of the system: adaptation (A), goal attainment (G), integration (I) and latent pattern maintenance (L) or values. Our results demonstrate that the Strategy of Foreign Language is more oriented towards sustainability than the Strategy of Estonian Language, which is a sign of danger for the survival of a native language of Estonians as a small nation. Furthermore, it was revealed that both instruments devoted too little attention to the adaption and other economic aspects, including the technological innovation. All in all, it can be concluded that the Parsons AGIL model can successfully be used in the evaluation of the sustainability of strategies.
