SECONDARY CITIES IN EMERGING MARKETS COUNTRIES: NEW TRENDS AND CHALLENGES

Abstract

The article presents the results of the study, aiming at substantiation of approaches to the phenomenon definition of В«secondary citiesВ», specificity of its manifestation in emerging markets countries. The authors emphasize the importance of В«secondary citiesВ», (or secondary tiers cities) in development of national urban systems in emerging markets countries. To confirm this argument, the following factors are used: firstly, a significant number of secondary cities; secondly, intensification of polarization processes of the mature territorial space; thirdly, when secondary cities undertake a part of functions of capital cities (or primary cities), they become the drivers of their environment development. Particular attention is paid to specifics identifying of the phenomenon of secondary cities for the countries with emerging markets. These countries are characterized by serious imbalances in settlement system development due to institutional transformations influence, due to imbalanced modernization processes of national socio-economic systems, irrational decisions in economic policy. Integrating methodology of institutional, evolutionary and structural approaches, the authors come to the conclusion that it is impossible to single out "secondary" cities on the basis of only qualitative or only quantitative characteristics. The comprehensive approach proposed in the article makes it possible to reveal transformation of the functional structure and role of analyzed cities in settlement systems in a long historical perspective. An important result of the study is characteristics of the system of "secondary" cities in Russia, classification of the set of "secondary" cities, taking into account time of their origin, spatial location, and role in settlement systems. Conclusions are drawn regarding the key features of "secondary" cities and specifics of the role of a "secondary" city under Russian conditions.
