CRITERIA FOR THE RECOGNITION OF THE CITY-THE ENTREPRENEUR: A CONCEPTUAL APPROACH
Abstract
The purpose of this work is to study the economic phenomenon "city - entrepreneur" and to justify the parameters of its identification in relation to the realities of the modern Russian economy. The main method of research is the analysis of statistical indicators. The authors propose quantitative parameters that allow identifying the city-entrepreneurs in the Russian economic space: the level of economic diversity and services; the availability of human capital: the level of urban environment and living conditions. Each of these parameters was evaluated on the basis of several statistical indicators. It is noted that in the Western tradition, the city-entrepreneur is characterized by the presence of an innovative strategy and a functional institutional structure, the main task of which is to create conditions for the maximum attraction of mobile financial, industrial and consumer flows. As the main characteristics of the city-entrepreneur Western authors highlight the presence of large-scale projects on the basis of public-private partnership for the promotion of the territory, the risks of which can be covered with the use of public resources, and the effect of their implementation of projects can affect a larger area than the city. It is shown that in the Russian economic thought the use of the concept of urban entrepreneurship, the use of marketing tools and branding of cities is due to the need to find independent ways to improve the situation in the field and to stimulate the Federal authorities to reduce centralization. According to the authors, in the conditions of the Russian economy, the emphasis in the use of the concept of the city-entrepreneur is shifted towards the activities of local authorities, because it is from them that the main message is to promote the territory.
