THE EUROPEAN POLICY OF INTEGRATED URBAN DEVELOPMENT AFTER THE 2015-17 MIGRATION CRISIS AND THE POLISH ANSWER TO ITS NEEDS – THE ACCOMMODATION PLUS PROGRAMME

Abstract

As a result of the 2015-17 migration crisis, housing can currently be considered as one of the key sectoral policies within the integrated urban development of the European Union. Although, the debatable position of the Polish government regarding the non-acceptance of migrants as a result of the relocation policy between the countries of the European Union is commonly known, Poland is an area of migration from such countries as Ukraine or Belarus. It is estimated that in the last few years Poland has accepted about 1.5 million economic migrants and refugees from, among others, these countries. This article assesses the assumptions of the key housing support programme in Poland - The Accommodation Plus Programme for the further implementation of the European policy of integrated urban development after the migration crisis. The implementation of the programme is based on the Act of July 20, 2017 on the National Property Resources adopted by the Polish Parliament and the resolution of the Council of Ministers of the Republic of Poland. No. 115/2016 of 27 September 2016. Research methods used in the article include the dogmatic method for the analysis of legal acts and European Union documents concerning urban and housing policy. The article answers the questions whether programmes such as the Accommodation Plus Programme may contribute to solving the EU migration crisis, and whether the implementation of the programme is not contrary to the policy of integrated urban revitalization – a key policy of integrated urban development of the European Union. The answers to these questions should be considered essential for future verification of urban policy in the European Union.
