CO2 EMISSIONS AS AN INDICATOR OF SUSTAINABLE TRANSPORT IN THE CZECH REPUBLIC
Abstract
The concept of sustainable development promotes the coherence of economic and social development with capacities of ecosystems and with the preservation of natural heritage and biodiversity. The concept is based on three pillars: economic, environmental and social. In the Czech Republic the first sustainable development strategy was approved in 2004. In 2010, the government approved the currently valid Strategic Framework for Sustainable Development in the Czech Republic, which serves as the basis for drawing up strategic materials (sectoral policies and action plans), and for strategic decision-making within state and regional public administration. The sustainable development of society is unthinkable without sustainable transport that significantly affects all three pillars. The concept of sustainable transport in the Czech Republic is embedded in the Transport Policy of the Czech Republic for 2014 – 2020 with the Prospect of 2050 based on the transport strategy of the European Commission (Transport 2050). The aim is to create a competitive transport system that will improve mobility and remove major barriers in key areas (fuel consumption, employment). The strategy pursues far-reaching transformation of the transport system supporting independence from oil, modern infrastructure and multimodal mobility through appropriate management and information systems. It focuses on fuel consumption and CO2 emissions reduction. The European Union transport policy heads towards significant reductions in greenhouse gas emissions. The aim of this paper is to analyse the long-term development of CO2 emissions in transport as a whole and in individual transport modes. The development is assessed mainly with regard to the transport policy objectives of the Czech Republic in individual observation periods and with regard to developments within the European Union. The contribution is based on Eurostat data, which are processed using descriptive statistical methods and methods for time series analysis.
