THE APPLICATION OF BALANCED SCORECARD METHOD FOR THE SELECTION OF FACTORS USED IN THE EFFICIENCY MEASUREMENT OF PUBLIC HOSPITALS IN POLAND

Abstract

The purpose of the article is to present a catalog of factors used to measure the efficiency of the health care sector. The first part of the study depicts conducted literature review on the methods of testing efficiency in healthcare. A brief characteristics of parametric, non-parametric and indicative methods of efficiency measurement was presented. The second part of the study demonstrates the application of the Balanced Scorecard method to evaluate the effectiveness of functioning of general hospitals in Poland. In the context of efficiency measurement of public health care units a number of measures applicable in such measurement were also indicated. The selection of factors was carried out based on the view and experience of experts related to functioning of health care in Poland. The article ends with a summary that justifies the application of the Balanced Scorecard Method in the health care sector as a basis for selecting the measures used for the assessment of efficiency of health care units.
