GOVERNMENT SYSTEMS AND PRACTICES IN THE EDUCATIONAL PROCESS OF THE PUBLIC ADMINISTRATION IN BULGARIA

Abstract

We observe the abandonment of the dynamics in the development of the administrative services, both in the central authorities of the executive power and in the bodies conducting the local self-government. It is noticeable that a small part of the central administration has made it possible for applications for the provided administrative services to be submitted via its territorial units and, moreover, no one administrative services to the central administrations can be declared through the municipal administration. The share of e-services offered is unsatisfactory, and no opportunities for integrated services are jointly provided by several administrations. These are challenges requiring a complete change aimed at introducing integrated administrative services, ensuring interoperability between existing systems and service exchange of information and documentation, where the introduction of complex administrative services requires and imposes the optimization and reengineering of the working processes in the provision of administrative services under a single methodology. In this line of thought, the efforts will have to be focused on improving the processes of servicing citizens and legal entities, which requires, in addition to making changes in the regulatory regulation of the impact assessment process, to implement practical training courses related to this approach. This process also requires the use of external consultants to carry out impact assessments, as the impact on economic operators and social impacts on the population should be emphasized at the same time, and at the same time it must be realized process of building internal capacity in each ministry. At the municipal level, there are also significant challenges related to creating opportunities for reducing regulatory barriers and administrative burdens, as compared to the central administration, at the municipal level, the administrative burden reduction process develops chaotic, not organized and not consistently. There are substantial differences in the provision of the same service to the individual municipalities, both in terms of the required documents and in terms of the time and cost of providing the service. This necessitates the standardization and unification of the services and procedures for the provision of services for the business at the municipal level, which will significantly influence the improvement of the business climate in Bulgaria. Naturally, the process of improving the business climate in the country also requires the close co-operation, coordination and joint implementation of inspection activities by the state control bodies, which must be linked to the synchronization of the annual plans of the administrative structures and the development and implementation of good practices. By creating a unified information environment (information bank) to share results, analyzes and studies with relevant empirical data to be used both in the policy development and implementation process and in the process of organizing and conducting training of employees of the central and local administration in the country.
