THEORETICAL APPROACHES TO THE CONSTRUCTION OF A SYSTEM OF INDICATORS OF STATISTICS OF MISSING PERSONS

Abstract

A wide variety of scientific sources and mass media maintain that at present the loss of people, both in the whole world and in individual countries, has taken on noticeable proportions, which are difficult to conceal or leave unattended by society. In this context, it is sufficient to give the following comments: "statistics show: every three minutes on Earth one person disappears without a trace"; "Every year in Germany, more than 100,000 children and young people are reported missing"; "According to official statistics in Russia for the year, 80,000 people disappear, according to unofficial statistics, 380,000, of which 40,000 are children" [6], [7]. The process of loss of people does indeed have an international and fairly wide-ranging character. Moreover, from the national positions in conditions of a certain deficit of demographic resources in modern Russia, the current situation is unacceptable, and therefore it is necessary to implement special federal programs aimed at searching for persons missing. Their development is objectively unthinkable without adequate statistical support for priority areas of such activities. To reduce the probable consequences of the analyzed phenomenon, it is necessary to conduct deep statistical studies that are objectively impossible without the use of an appropriate system of indicators, which makes it possible to obtain a comprehensive, detailed and adequate description of the diverse aspects of the missing-out contingent. The paper presents the results of a study on the development of a system of indicators of statistics of missing persons.
