PARLAMENTARY CRISIS-CAUSES OF SUBMISSION AND WAYS OF OVERCOMING-RELATION TO THE PARLIAMENTARY PRACTICE
Abstract
Parliamentary life as a dominant pattern of expression of representative democracy,is often characterized by parliamentary political crisis. Democracy does not represent a perfect system of values and a system of desires and dealism of people. Democracy primarily represents a permanently developing process, which is characterized by constant conflict of interests in attempts to influence political policy and lining of the political and democratic life actors. This political conflict is best expressed in parliamentary life, which provides the conditions for political confrontation of political parties, creating parliamentary majority and parliamentary oposition. In the context of the political war in parliamentary life parliamentary crisis are typical phenomena, which are manifested in different conditions, forms and contexts and places. Parliamentary crises are in fact political realities of parliamentary democracy and part of the democratic life of a place. They can not be regarded as deviant and negative phenomenon, but as a normal part of a democratic order where political problems often arise, which are managed on an institutional and democratic, non-violent and bloodless political dialogue, compromise and negotiation and the use of constitutional and legal mechanisms that restored democracy and avoid whatever effort of establishing the dictatorship.
